The World Summit of Local and Regional Leaders and World Congress is the largest
gathering of mayors, presidents of associations, local elected officers, and
practitioners from around the world. Convened by United Cities and Local
Governments (UCLG) from 10-14 October in Daejeon, it also gathers critical partners
from international organizations and civil society driving forward the decision-making
of city and community life.
For the first-time hybrid, in the 2022 World Summit we will embrace new possibilities
to open up to audiences beyond the city of Daejeon, to be all together in every way we
can while bringing in the Korean perspective on key issues of the international agenda.
The highlights of the program will include preparatory meetings of UCLG sections on
Monday 10th and the kick-off of the Networking Hub, a series of innovative in-person
sessions to dive into the World Organization, on Tuesday 11th. Following the official
opening of the World Summit, on Wednesday 12th, the program will feature high-level
political events connected to the UCLG Pact for the Future of Humanity, which will
continue throughout Thursday 13th and Friday 14th.

By convening mayors, governors, experts and researchers,
Daejeon Metropolitan City hopes to explore three issues
overarching the Daejeon Track: 1) urban innovation and new
technologies; 2) the role of science and technology in future cities;
and 3) global collaborations and networks for urban sustainability,
including the means to achieve carbon neutrality by 2050.
Exchanging insights and best practices will be essential in this
exercise. The session aims to forge new collaborative projects to
promote urban innovation towards sustainable and resilient
development.

The Feminism Caucus is a key mechanism of the Town Hall
process, ensuring gender equality and feminist leadership are

Rights of Persons with Disabilities. This session will focus on
Accessibility GO! A Guide to Action, a unique and practical
resource which guides any type of organization on how to integrate
accessibility into standard practice. The resource provides
guidance and self-assessment tools for each of these areas, for
organizations to assess where they are, and informing actions
towards where they want to go.

Promoting the Principles of Effective Governance
in Africa: Peer Learning among African Local and
Regional Governments
African Local Governments Academy (ALGA)
The 11 Principles of Effective Governance adopted by the UN
ECOSOC in 2018 apply to all public institutions and are based on
the
following
pillars:
effectiveness,
accountability
and
inclusiveness. The 11 Principles can be best implemented at the
local and regional levels of governance, where the results and
impact of effective governance are most visible and where local
public institutions can gain the trust of citizens, users, service
providers and partners. The session aims to raise awareness about
these Principles and discuss how to create an enabling
environment to anchor them at local and regional levels,
particularly in Africa.

Forward
The 2063 Agenda on "the Africa we want", highlights the
importance of ensuring gender equity in the development process
of the continent. In view of this, in 2011, the Network of Locally
Elected Women of Africa (REFELA) was established, to ensure
women leaders’ voices would be heard. This celebratory moment
will reflect on the achievements of the network, and strategize its
next steps, such as toward the implementation of the Charter of
Local Governments for Gender Equality in Africa.

Youth Caucus
There is a need to integrate youth voices into policy and advocacy
co-creation processes. To this end, UCLG launched an
international call to select young councilors to formally contribute

Cities for All Training Program: Capacity Building
with Practitioners
World Enabled
The session will showcase the first edition of the C4All Training
Program, titled “Introduction to Inclusive and Accessible Cities”
which promotes capacity building for local practitioners and city
leaders by fostering peer-to-peer learning through showcasing of
best practices and insights by city leaders and disability advocates.
The 2022 Edition of the Learning Modules promotes inclusion and
disability justice as crucial principles to foster change and provide
actionable responses in addressing barriers to inclusion. In this
session, city leaders and local practitioners will discuss their
experiences in advancing the inclusion targets of SDG 11 and the
crucial role of capacity building as a vehicle to build more inclusive

UN Special Envoy on Disability and Accessibility
Bullying amongst school children and adolescents can
disproportionately impact children with disabilities. As such,
various international instruments have declared the importance of
States adopting measures that guarantee respect for the rights of
people with disabilities in the education system. One of these

children and adolescents with disabilities to their classmates”,

Guangzhou Award: Living case studies of urban

The Research Forum (RF) seeks to create a space to further develop
partnerships between academia, civil society, local actors, and local
and regional governments (LRGs). Fostering innovative approaches
that will reflect LRGs’ perspective, the first edition of the RF during
UCLG's World Congress in Daejeon will take stock of past
achievements, map current research activities and priorities, and pool
them as a basis to jointly construct a transformative urban and
territorial research agenda, in line with UCLG’s Pact for the Future.

Cities Coalition for Digital Rights (CC4DR)
The Digital Rights Governance Framework project, co-created and
developed by the Cities Coalition for Digital Rights, UN-Habitat,
Eurocities and UCLG, with support from Open Society Foundations
aims to create common ground for city governance of human rights
in the digital environment, as well as practically supporting cities to
put in place the necessary mechanisms to make digital rights a reality.

Decentralized Cooperation: From Learning to Policy
and vice versa
Research, learning, policy and implementation are interlinked, and
yet too often are separated within organizations. UCLG is making a
strong effort to better connect these fields of work. In the field of

will highlight how learning work contributed to policy work and vice
versa in recent years and provide space for new ideas on how to
interlink these activities in the years to come.

declared a Climate Emergency within a unique, unified movement -

governments of the Republic of Korea wanted to set the signal for

Agenda 2030. The progress documented in these mechanisms

Through Children’s Eyes: Incorporating children’s
perspective into metropolitan strategies
Metropolis
Metropolis, with the support of UCLG, launched in 2021 the drawing
contest “Metropolis Through Children’s Eyes”. Nearly 1,200
children from metropolises across five continents answered the
question “how do you imagine a better future for your city?” in a
drawing. The objective was to bring children’s voices into the
metropolitan policy debate in the form of policy recommendations.
In this interactive session, Mayors from five major cities will react to
some of those drawings and the insights they provide on which
elements of the metropolis are essential to children’s everyday
lives, and how children can be full participants in the metropolis.
